Do I have to declare the “Winner” of a NON-CONTESTED race for Primary election of July 31, even though they will appear on the ballot for the General election of November 6?

Answer

A Qualifying Officer is required to report information on candidates who qualified whether or not it was a contested race.
A Qualifying Officer is required to report information on the outcome of each individual’s run for office, whether they won or lost
A Qualifying Officer is required to report qualifying information no later than the 10th day after the close of the qualifying period
