For the purposes of the Act, “gift’ is defined as any gratuitous transfer to a public officer, or any member of the family of the public officer or a loan of property or services which is not a contribution as defined under the Act and which is in the amount of $100.00 or more.
The distinction between a gift and a contribution is that a contribution is made for the purposes of influencing an election, influencing a recall vote, or influencing the approval or rejection of a proposed constitutional amendment or referendum which appears on the ballot in this state or in a county or municipal election.
